It can be easily disabled with. /gamerule maxEntityCramming 0. It breaks all of the XP farms, suddenly making it very hard to gain XP.
I think the entity cramming should be enabled by default, so those of us who want achievements can still make use of it. Make it the same setting as Java Edition: 24, and have it be a gamerule so that those who dislike it can easily turn it off.
