I suggest you to use Spawners (), it is really easy to use and you can set the cooldown behind 2 mobs spawns. Like my post if it helped you.

Try to get rid all of the light inside the spawner, because it can cause less skeletons to spawn. Make sure the area around the spawner is dark. You might want to check if there are any spawn spots for other mobs around your farm and fill them up, because they’ll take up mob space used to spawn skeletons.
